How can the answer be improved?
Lists/DataLONDON - Royal Mail has threatened legal action against a website that lets organisations look up the locations of the UK's 1.8m postcodes, claiming it is suffering 'loss' as a result.
Royal Mail claims that the site, ernestmarples.com, is breaking the law by piggybacking on other online sites that offer free access to its database-driven site www.postcode.royalmail.com. This matches the UK's 1.8m postcodes to geographical locations and is based on its Postcode Address File (PAF).
Ernestmarples.com is at the forefront of a ‘Free Our Postcodes' campaign, named after Earnest Marples, the British postmaster general who introduced the postcode.
Web activists claim that the legal action could curtail job applications and research into planning applications.
The news comes as modern UK postcodes celebrate their 50th anniversary.
Royal Mail said in a statement: 'We have not asked anyone to close down a website. We have simply asked a third party to stop allowing unauthorised access to Royal Mail data, in contravention of our intellectual property rights.'
Campaigners for the free availability of non-identifiable personal data collected by government-owned bodies are also protesting at Royal Mail's stance.
The Tory's IT adviser, Tom Steinberg, told The Guardian yesterday: 'The economic study for the Power of Information review suggested that some of these big charged-for data sets are a drain on the economy. There's a need for reform, really. There's no point in locking these things up if they're not achieving their goal.'

The Postcode Address File (PAF) is an address data file maintained by the Royal Mail. The PAF file is kept up to date through daily updates made by postal workers – making it the most up to date and complete address database for the UK. The file contains address data such as:
- 30 million UK residential and business delivery addresses
- 1.8 million UK postcodes
- 1.4 million business names.
Why is the PAF important for your address data?
Address data is difficult to keep clean long-term due to the speed in which it decays. The Royal Mail estimate they get an average of 4000-5000 changes to individual records every day. Therefore between house moves and business name changes, address data can quickly become inaccurate. The PAF file removes the risks these changes create, with daily updates covering the whole of the UK.
What are the benefits of having access to the PAF?
Having access to the Postal Address File is critical for keeping accurate address data for your mailing messages and demographic analysis of your customer base. Specifically, validating your address data against the PAF will:
- Reduce costs from wasted communications going to wrong addresses.
- Improve customer service by reaching your customers straight away, every time.
- Speed up your order process by combining the data with an address capture solution.
- Drive better decisions underpinned by a more accurate view of your customer’s location.
